As of 2008 there is an explosion of free sites with really easy "fill-in-the-blank" ways to create web pages,

Allows a teacher to set up an electronic learning environment that includes
email, discussion boards, a homework drop where students can submit
homework, a resources section that can be customized for any class or
lesson, and an assignments area for the teacher to post assignments for
students to access. MyClass also allows a teacher to upload documents
for the students to download, print, etc.
